Budget and Finance Advisory Committee (BFAC)

Terms of Reference


The Committee shall:

  • participate in a budget and finance-related orientation session in order to achieve common understanding of institutional processes as it undertakes its work;
  • review university financial statements and reports to help understand the alignment of resources with the priorities of the strategic plans within the purview of GFC (for example the Academic Plan and the Research and Scholarship Plan);
  • during key phases of the budget development process, receive information and provide advice on alignment of resources with the priorities of the strategic plans within the purview of GFC (for example the Academic Plan and the Research and Scholarship Plan) and with respect to other matters of academic import;
  • provide advice on the budget framework document that includes budget values, principles and priorities for the three-year budget cycle;
  • provide advice on institutional budget process, financial reporting mechanisms and communications for GFC and the wider Mount Royal academic community, where possible, to assist with clarity and understanding of the information;
  • evaluate the financial viability of proposals for new and substantially revised programs of study and provide advice to GFC;
  • review its terms of reference annually and make recommendations for changes to BSC as required.

 

It is understood that the information provided to BFAC will include reports and other material regularly produced by Finance and Administration and that additional requests for information not readily available or within the scope of the Committee’s work will not be entertained.
