Enforcement information

 

MRU Parking and Transportation Services has updated parking enforcement on campus to help increase parking space availability, alleviate traffic congestion and have a greater positive impact on campus. 

Parking Violation Notices, herein referred to as parking tickets, are issued to vehicles that do not comply with the MRU Parking Bylaws and Fines. Parking ticket fines range from $15 to $250 depending on the infraction. Most infractions have an early payment amount if the parking ticket is paid within 10 calendar days from the date of issue. Parking tickets increase to the set fine amount 10 days after the date of issue and remain at the set fine amount until the date the ticket is paid.

Parking tickets can be paid online using a credit card.

Parking tickets can also be paid in person at Parking & Transportation Services. Payment can be made by debit, VISA, MasterCard or cash.

Payment plans are available for individuals with multiple outstanding tickets. A parking permit is required for the duration of the payment plan. To inquire about payment plans, please visit Parking & Transportation Services.

General rules

 

This section outlines the most common rules and regulations for which vehicles are commonly issued parking tickets. This list is not exhaustive or complete. For a full understanding of the rules and regulations, please refer to the MRU Parking Bylaws and Fines

  • Payment for parking is required at all times, except when there is complimentary parking in effect, such as on Sundays and statutory holidays. 
  • Vehicles must be parked in the designated permit lot or the designated daily paid parking lot.
  • A parking permit or payment may only be used by one registered vehicle at a time. 
  • Parking permits may not be shared between multiple individuals. Carpool permits are available for purchase at the Parking Office, for people arriving together and leaving together. 
  • Vehicles parked on MRU property must have active registration and active insurance. Vehicles must display a valid license plate at all times. 
  • Accessible parking placards are required for all vehicles parked in accessible parking stalls. Parking payment is also required in these stalls. 
  • Vehicles must be parked within the lines of the designated stalls and are not to occupy more than one parking stall. 
  • The vehicle’s license plate must be visible at all times while parked on university property as it acts as the digital proof of parking payment. 
  • Vehicles shall not park by backing into a stall or by pulling through a parking stall. The rear license plate must be visible from the drive lane directly behind the vehicle at all times. 
  • All vehicles must obey the signage posted in the parking lots and on roadways. 
  • Vehicles parked in front of any electric vehicle charging stations must be actively charging with a payment for parking.  
  • Vehicles shall not be parked in drop off/pick up zones for longer than the specified time limit.
  • No parking in fire lanes, roadways, drive lanes, sidewalks or landscaped areas.
  • Vehicles shall not be parked in a manner that interferes with other vehicles attempting to enter, navigate through, park or leave the university property. 
  • No overnight parking, except for residence permits in residence lots. 
  • Vehicles shall not be used for sleeping or living purposes while parked on university property. 
  • No stunting. 
  • No vehicle shall be driven above the posted speed limits.

Towing & impoundment

 

When a vehicle is towed on Mount Royal University property, it is impounded at the MRU Impound Lot. The MRU Impound Lot is located in the south west corner of parking lot A.

A vehicle may be towed for any of the following reasons (but not limited to): 

  • The license plate displayed on the vehicle has incurred two or more parking tickets where more than 30 days has passed since the date of issuance
  • Parking in a fire lane or blocking a fire hydrant, for any amount of time
  • Blocking traffic or pedestrian access, for any amount of time
  • Accessibility violations, for any amount of time
  • Parking in a no parking zone or barricaded area
  • Parked on sidewalks, grass or landscaped areas
  • Parked in a reserved stall
  • Parked in a way that obscures the license plate of the vehicle 
  • Parked without a license plate
  • Unauthorized parking, including no valid payment or permit

In order to have an impounded vehicle released, the registered owner of the vehicle must fill out and sign the Mount Royal University Impound Vehicle Release Waiver and pay the $200 ticket issued for towing the vehicle as well as any other violation tickets issued on the date of the towing and any daily impound fee tickets issued since the date of the tow.

The daily impound fee ticket is $15 per day and commences to be issued on the second day of impoundment of the vehicle.

After the vehicle has remained in the MRU Impound Lot for 15 consecutive days, the vehicle will be towed by the Calgary Parking Authority to the City of Calgary Impound Lot. All tickets issued prior by MRU will remain on file for the vehicle.

Vehicle owners are not required to pay all outstanding tickets at the time of vehicle release. The vehicle owner understands that if they choose to not pay the outstanding tickets the vehicle remains at risk of being towed again if found on campus without valid payment.

Ticket appeals

 

Parking tickets can be appealed by emailing the appeal to parking@mtroyal.ca. It is also possible to complete a written form at Parking & Transportation Services. Front desk staff cannot withdraw or reduce tickets. All appeals must be submitted through written format. Ticket appeals may take up to 10 business days to receive a resolution. A secondary appeal can be requested once the initial resolution has been provided. Secondary appeals may take up to 10 business days. Secondary appeal decisions are final.

To submit an appeal, provide the following information within the appeal: 

  • The ticket number, starting with a P, or a photo of the front of the ticket
  • The license plate of the vehicle 
  • Appellant full name
  • Contact details, such as email address
  • Proof of payment or method of payment, such as QR code, HotSpot app, physical pay machine or parking permit
  • Reasoning for the appeal
